Overgrown Hedges and brambles!

These hedges used to be maintained and cut twice a year! I’ve reported this problem several times now but nothing has been done apart from being told it’s someone else’s job! The hedges are overtaking the road by about a foot now and as there is no pavement on the road it’s making it dangerous to walk if cars are parked .
