Pavement parking blocking pavement and road

Three vehicles parked on pavement blocking people walking to school and nursery. Also blocking delivery lorries from getting through. Lorry driver just went over the grass area as he couldn't get through.

Why is it ok to just dump a vehicle wherever you want because it suits you. Would really appreciate more priority for pedestrians.

Also, while the building works are going on in the car park you're going to need to put dou me yellows down one side of this road. It should have them anyway as it's not wide enough to park on both sides
