Completely blocked drain

Hello there. This drain was fully working and has now been completely blocked for 3 months or so. There has been work taking place in surrounding area and drain looks like it is blocked with construction aggregate as per photo. Reported by another user with reference 4427383. Happy to help resolve if you can give advice on dealing with it.
