Council path overgrown into my garage area

Behind the terrace of houses 21 - 19 of Rowan Close BS16 3LT is a council path that is overgrown and is extending into the garage area.

In addition it's also full with litter from people fly tipping down there.

I can no longer secure my garage properly due to the amount of plants getting stuck into my garage door.
