Council tenant feeding seaguls, excessive noise & fouling

I've already sent a request about this end of June. Council resident living at number 2 is feeding foxes who live in her garden daily. This food source is attracting mainly seagulls at between 4am - 6am everyday. These gulls swarm, make excessive noise & are fouling. This is causing me to have disruptive sleep, impacting not being able to hang washing outside, etc

Begore logging request previously I contacted resident to try resolve locally but she refuses to stop providing a food source & mentioned she'll change food location. Shes asked me to sleep in a different room, hang my washing at certain times of day. I dont see how that would help the root cause.

Residents garden has been overgrown, but has had grass cut but its getting long again. Ive seen foxes during the day sleeping in her grass. I'm worried this will start attracting rats. It's not peaceful as the gulls are aggressive to smaller birds, my dogs & overall impacting my mental health.

My previous request has since been closed & had noticed at beginning of August no food bowl was being placed outside. However that didnt last long as over last few days, bowl is back outside back door. I've attached a photo. This morning at 5.30 am there were approx 8 seagulls swarming for food in photo. Please help. Thank you
