Cars KEEP parking on yellow lines blocking bin access, therefore people throw their rubbish near or on bin because they can't get to it! Been a problem for years, nothing happening, they don't care if they get a fine, they will park there the next day! Council had to come out to clean the mess outside! Put up a barrier to stop blocking bin access?! Thanks.
