Wheelie bins blocking the pavement left there permanently

These bins are usually left neatly in a straight line along with all the recycling boxes, blocking the pavement and making it unusable for anyone with a pram, walking aid or even luggage. I believe they belong to the flats at number 2. As you can see from the photos, there is a large driveway that could be used instead. It’s been like this for a long time, some years, and I’ve never seen it not like this.
