Council have planted a hedge directly in front of the living room window

The council have planted a row of hedges directly in front of my mother’s living room window. They have grown to a level that blocks the window. During summer this significantly reduces the amount of light coming through the window as the summer growth grows over the window. The whole hedge needs removing from outside the window.
