Huge traffic delays effecting 100s or people due to 4 way traffic lights on this junction

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 5209912.

4 way traffic lights at junction of Southmead Road and Wellington Hill have this morning (14/11/23) caused massive traffic congestion. No sign of works being done, blocked carriage ways were clear with no holes. 80% of my staff have taken >1 hour to travel 2-3 miles to work. Strongly question the phasing of the lights, why they can't be removed during peak times and whether overnight working is considered as the economic impact of these is way above the cost of paying to work out of hours and weekends.
