Mud used to infill BT service trench. No surface topping

Hi, BT came through here the other week and dug a service trench for a duct. They backfilled the trench with mud and capped it with tarmac in all locations except a 5m stretch at the entrance to the old school. This is just mud no tarmac here. The ground is slippery and uneven and i witnessed an elderly lady lose her balance earlier in the week and very nearly fall over. The whole area needs to be tarmac ideally.
