Scaffolding on pavement

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 5264236.

This is a VERY busy section of pavement. Scaffolding is currently blocking half of the pavement forcing those with prams, shopping trollies etc to walk on a busy road. Can the scaffolding be removed (no works seems to be talking place at the moment), or the pavement extended into the road?
