Water running off neighbour fields flood our garden

Water runs off our neighbouring fields faster than it can it can enter the storm drains, bringing debris from the fields with it blocking the drains. I have to clear the drains every hour to stop my house and neighbouring properties flooding. I’ve raised the issue years ago however recently apx 20m of brambles that once protected the road from loose leafs blowing in the road have since been removed, leaving myself to clear the roads daily.
