New light is to bright

Some years ago I reported this light for being to bright as I need to sleep at night. The houses next to me wanted me to report this issue. Soon after some one put tape around it

Today the light has been changed and it is brighter than the last light. It is shining in to our house 38a and 38, 40s bedroom windows. We are not happy about this we do understand that the light must be updated please please for the love of god can you put a long shield or cover on it.
