Obstruction on pavement seems to be sign stand

There is what seems to be a sign stand made out of old pallets which is obstructing the public footpath. Wheelchair access is often needed on this street and it is tight for pushchairs to go past also. BCC please remove accordingly.

It has been there for quite a few months now
