Tree now so wide that prams cannot pass on pavement

What appears to be a replanted Christmas tree now causing obstruction to pavement. It had overgrown the street and you cannot pass with a pram, pushchair or mobility scooter without having to go into the road at a difficult angled t-junction where cars do not slow down properly. Please could this tree be removed.
