Poor quality re-surfacing work

I previously made a report (5322897) regarding the poor quality re-surfacing work which was done on my street just before Xmas. To be specific: the new slurry seal covering is brown rather than grey; the surface continues to wear away whenever a vehicle drives over it; it took more than 24 hours to set and remains extremely easily damaged; and it, overall, seems of very poor quality. Previous work - of exactly the same time - had none of the above faults.
Your response to my previous complaint was ‘We've investigated this issue and don't think any further action is needed at this time.’ What does this mean? Are you happy with the quality of the work done? If so, please tell me why as I am not.
