Tree Potentially with Dying Branch

Hi, a neighbour has told me a tree surgeon they know noticed the second tree as you come around the corner from Lyndale to Lakeview road has signs one of it's large tree limbs may be dying. As this overhangs our house and would cause significant damage should it break, I want to make the council aware of it as I believe you would be liable for damage. I don't know trees well enough to know if it is in a bad state, but it would probably be worth getting a tree surgeon out to look if you can.
