Mains water stopcock/utility access has been tarmacked over

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 5583675.

The houses on Hill Street have their mains water stop cock/utility access point located on the South pavement of Dale Street. Each access point serves two houses and are twelve paces apart. Access for the utility point of 1 & 3 Hill Street cannot be accessed and seems to have been tarmacked over at some point in the past. There is a blue sprayed dot exactly 12 paces west from the access point for houses 5 & 7. We need access re-opened to our water supply as we are currently unable to turn off the water in case of emergency. Bristol water says the responsibility lies with Bristol Council as they retarmacked the pavement. I have previously raised this issue back on the 9th October Ref: 5076934 - but for some reason no action was taken by the council. We need access opened up to the Utility point.
