Drain in Road has dropped and needs fixing and there is a large pothole next to it

The drain has dropped and there is a large pothole next to it. There are some works in the street and they said they could do a temporary fix to the hole but I would need to report it to get the drain fixed. It is directly outside my house 109 Reedley Road, BS91BE. The issue has been there for months. I thought it would be fixed in the road resurfacing but the workmen have said they can’t do this job and I need to report it.
