Plastic bag hanging from tree on the cycle track Potentially a dead animal inside

Hi there, there is a bin bag inside a shopping back hanging from a tree at on the right handside of the cycle path if you are heading into town. i dont know what is inside but its heavy and may have blood leaking from it. My dog was very interested in it but i didnt open it as though it could also be human or dog waste but a lot of it! Hope this doesn't waste anyone's time but i thought it worth reporting in case its an animal in the bag. many thanks
