Lump of tarmac blocking drainage

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 5656884.

A lump of tarmac is blocking the flow of water from the road to the drain. There is a small plastic pipe through the tarmac but the water does not pass through this. There is a dropped kerb 3m further along so this tarmac is not needed as a ramp.
