Impassable Puddle every time it rains

Thereis a huge puddle that develops on the road side of 8 wymbush gardens every time it rains , the water can't drain away and it blocks access to that house and the path to numbers 6 and 7 from that side, grass has even started growing through the pavement. It's so deep that it can go to ankle height . This has been this way for 18 months, when the temperature freezes it is completely in passable without severe risk
