Further reoccurring flooding on inbound carriageway and pavement

The outbound road floods any time it rains and the pavement also floods. As a cyclist or runner it is impossible to pass without getting soaked. The road flooding actually appears to be fairly shallow at first glance (so drivers do not avoid it), but the amount of water displaced when a vehicle passes is ridiculous and reaches the other side of the pavement. This issue has been unfixed for several years now
