Bushes are over growing the footpath

Good morning, there is a hedge that is overgrown and the footpath can barely be used , I have a disabled neighbour that cannot get their wheelchair down this path and also anyone with a pram /pushchair cannot use the path either, this is especially a problem when it’s wet as you are now forced to use the muddy grass area
