Bins placed in road, blocking others from parking in public place

As confirmed from the photo, there are two bins placed in road outside of 19 Northumbria Drive. They have been deliberately placed there to stop others from parking. There are no single or yellow lines here, anyone is freely able to park here as it is for public use, yet there are two bins here. Please escalate.
