10 bins for one house left outside always

Number 11 Arley hill has 10 bins for one house. They are permanently leave them out, this is causing serious health and safety issues, concerning an obstruction on the pavement for pedestrians and rats are always feeding off the bins. Can you also mark all the bins and recycle boxes on Arley hill, lots are left out and rubbish goes everywhere, rats are loving it, it’s dangerous and illegal and looks disgusting! Please action urgently. We have reported these problems previously on occasions. Please action a clear up urgently.
