Overgrown grass verge with brambles and weeds

In reference to case ‘5983874’ which was closed by the council before I could respond. I previously reported this issue due to the untidiness of the grass verge - overown with weeds, brambles, grass and rubbish. The council’s response was ‘This is not something that Bristol City Council is responsible for’ - and closed the case. Can I ask who exactly is responsible for it then? As the deeds for my property show that my land ends at the fence. There is a tree on the grass verge - I have seen this tree being maintained by contractors organised by the council. So if the tree is being maintained, why can’t the land around the tree be maintained? I would like to know who’s responsibility it is, and for it be tidied up.
