Over grown council tree

There is an over grown council tree out the front of my property. We can now not put our second car on the drive as the branches keep hitting our car, even the one we have on the drive when the wind Comes the branches snap off and hit our car. The branches are way too over grown and need cutting back, the branches keep hitting our property in the winds and it is becoming unsafe. The tree is way too over grown.
