Dead tree in street

Tree outside number 19 & 21 has sadly died. It’s still upright but not very sturdy. Please can we have this removed and another one planted in its place. If no trees are available through the council I would happily buy one to go in this spot if the council can remove the dead one (including the roots). Thank you
