2 bollards not padlocked in place

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 6093255.

Reported fly tipping & bollards not padlocked. Fly tip removed thankyou. Bollards now rather than being not padlocked have been taken out & placed to side …no workmen in sight along lane. Probably need putting back in place & padlocked to deter tipping.
