Thick brambles with large sharp thorns at eye height protruding significantly over public footpath

Thick, sharp, thorny brambles are growing at an alarming rate dangling over the footpath on the Northeast corner of West Parade and Shirehampton Road junction in BS9 2JU. There are lower ones at eye height of toddlers and higher ones at eye height of adults. They swing wildly in the wind and, being on the inland side of a large square (piazza) the wind is very strong.

Someone (unknown) has snipped the protruding ends of the thorny brambles that were hanging over the pavement but they won't take long to grow back. What is still needed is to literally fix the root of the problem! There are at least two different thick bramble thorny plants here and they grow thicker each year I have personally noticed.
