Overgrown trees causing damage and risk to occupants of nearest property

The tree is towering over the front garden and touching the roof of the property. It is starting to obstruct the pathway, causing risk to occupant who is blind and physically disabled. The tree has snapped overhead telephone wires which are now dangling on the path
