Traffic cones with no communication about how long they will be there for

We are unable to park outside our houses and do not know why. I have needed to take my brother with learning disabilities out twice today and it makes it more difficult when I have to park far away from my house. We have no notification of impending work and even the woman at the council didn't know why the cones are there. I would just like to be able to park outside my house and unload the heavy box that is in my car but I don't want to get a parking fine. Please can someone tell us why the cones are there if no work is currently scheduled? Thankyou
