Checking if park land has been taken legally.

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 6173508.

Have noticed someone from Wells Rd house has fenced off park land. This is opp the second bridge over brook (not one near steps) below retaining wall of above houses. It's been like this for awhile. Someone recently explained to me people can take Council land so I wanted to make sure this has been done legally. It's the size of a large garden.
