Speed limit ignored

About 90% of drivers ignore the 20 mph speed limit in this area and I have noticed it particularly on this road (St Anne's Park Road) and on Wick Road. What's the point in having a rule if you're going to just let everyone ignore it? I obey the limit when I drive and drivers drive about 3 feet behind me, flashing their lights at me, and then OVERTAKE me! This has been going on since the speed limit was introduced.

The council replied but said that their experience was that most people obey the 20 mph speed limit. However the experience of council officers sat behind a desk in an office and my experience actually walking the route almost every day don't seem to match.
