Drain entirely blocked following road resurfacing

Alma Vale Road was recently resurfaced (within the last 2 weeks) - following this the drain was left completely blocked. I suspect that it may not have been covered whilst the road was resurfaced and may be blocked with gravel. I thought the rain may wash the blockage away however it isn't budging.
