Hedges reaching the road

1 Henshaw Walk has hedges overgrown and are reaching the road and touch your car if you drive on that side. The garden is full of rubbish and rats are in there and run up and down the road on a daily basis. The owner chucks all her rubbish in the front garden. This has been going on for the last 20 years and nothing is ever done about it.
