Bins restricting pavement

Hi, I hope you can help, a few weeks ago six large new black wheels bins were delivered and appeared at the end of College Road near to the High Street in Westbury-on-Trym. One was also delivered to my house when I hadn't requested it and as my address is often mistaken for another around the corner in College Mews, I thought it belonged there so took it to their garage. I wonder if this delivery of several bins was an error as most are still empty and unused. Since they have appeared more bins have been added by other people and there are now 12 lining the pavement. This narrows the pavement considerably but there is also a disabled person living in the street who uses a small mobility scooter to get around and it makes it difficult for them if the bins are not lined up properly.
