Cover for electrics of light loose/faulty

The cover that protects cables in the bottom of the lamp post is loose and has been loose for some time. The cover was taped on but this has disappeared . I have seen children looking under this cover in the last couple of days. Unsure how unsafe this is in terms of exposure electricity so will tape if I can as a temporary solution. Location is on the junction of Royal close and convent close. Near to green junction box and gravelled area. BS10 7XQ
