There are planters on either end of Avon Crescent, this is causing a hazard for cyclists, as they need to look right at junctions and can easily ride into the planters, and also issue for drivers, can they be removed,

A huge planter still is in the middle of the road. It straddles the cycle lane and the main road. Please remove it as it is a serious hazard to road users, cyclists as well as pedestrians. It is also noted That there is a white painting of a figure on the cycle lane indicating pedestrian area. This is confusing. Why is this on the cycle lane?
The planter has been located deliberately by an exit/entry route to the harbour side/underfall yard which is a hazard in its own right. In addition to this the planter is positioned so that cyclists are forced to go over a man hole and big ruts in the cycle lane between the pavement and the planter. Am I in the twilight zone? Why is this big allowed to happen?
