Water Flowing Out Around Manhole Cover

There is water flowing out from around the manhole cover and across the carriageway. The drain is clearly blocked. Earlier this year the manhole surround and cover itself were replaced however, there is clearly a problem/blockage in the drainpipes leading away from this cover.

    This is the current situation with this manhole cover. Very dangerous as it's making a loud banging noise as traffic is passing over it, implying it could become dislodged and cause an accident. Please address URGENTLY.
