Cars parked on pavement on daily basis

There have been cars parked outside this carwash next to 117 Chelsea road every single day. This has been going on for about 4 years now. Two primary schools right near it, all pedestrians forced to walk into the road, as the cars to do with this already problematic carwash are contantly parked on the pavement, and are an obstruction. There are ample free parking spaces nearby, so please do something about this.
