Two manhole covers broken

These two manhole covers have had barriers around for months, they restrict the width of the pavement and make it very difficult to pass , I have a double pushchair and it is not easy to manoeuvre around. The other side of the pavement is closed off due to temp traffic lights. The cars come very close to the pavement here and it is not safe. Please can they be fixed as soon as possible.
