Tree roots causing subsidence to property

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 6757893.

I raised an issue over the weekend and am not satisfied with the response provided. I have been advised "not the responsibility of BCC", and case has been closed with no option to query this. I have also been sent a copy of the tree management policy, which I had already read, however I am unclear as to which part of this details a tree causing subsidence to a property? Please can you specify which part of the policy states this particular issue is not BCC responsibility?
