8-10 bin bags of food waste dumped

These bin bags have been lying here for 4-6weeks by the entrance to the park on the grass. Opposite Greenbank pub. There are rats running around them. There is also a lot of memory foam dumped next to it which someone has tried to set this on fire. The rubbish smells very bad. Thanks
