Hole in pavement: services access slab smashed

Reported via desktop in the Pavements category anonymously at 13:33, Tue 3 December 2024

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 6814292.

A couple of months ago, a vehicle entering or leaving the service lane behind the shops on Shirehampton Road caused damage to a services access paving slab on Sea Mills Lane, leaving a gaping hole. A plastic barrier was quickly put up around this, but several weeks on, this is still there. As this is right in the middle of the pavement, people keep moving it to get their buggies etc. through, making it extremely dangerous to pedestrians.

Updates

  • It's there because it's been reported and the council is aware of the problem and would of been passed on to the appropriate contractor utility to get fixed they have to apply for a permit to the council to fix fix it not a fast process

  • Barriers have been blown down again and are blocking the footpath. People with buggies and mobility scooters have to go into the road to get passed. This was reported on September 30th!!! I used to work in the industry and it doesn't take 2 months to get a street notice. Please chase the contractor ( I believe the chamber belongs to BT ) to fix asap.

  • The barrier was removed a few days ago and replaced with a heavy, flat rubberised yellow slab, which meant that buggies etc. could at least move across it. However, that has now disappeared (theft? vandalism?), and there is now once again just a hole (I've put a paving slab over it as a temporary measure, but I guarantee that won't stay there long). This poses a serious health and safety issue, and must now be fixed as soon as possible.

  • We've referred the issue externally for appropriate action to be taken, as it's not something Bristol City Council is responsible for.

Posted by Bristol City Council at 09:08, Thu 19 December 2024

  • Still nothing done!!!! The damaged cover was reported on September 30th and here we are on December 24th with nothing done. I reported it (again) to Openreach a couple of weeks ago as did many other people. What happened? the barriers were removed an a paving slab placed over the hole in the middle of the path! Not only is this a dangerous tip hazard especially at night but contravenes the responsibility of both the council and Openreach to maintain their apparatus and to remove potential hazards to the general public. Just get it done and stop passing the buck!!

  • In response to Bristol City reply on December 19th. The New Roads and Street Works Act 1991 (NRSWA) provides a legislative framework for street works, including works carried out by utility companies. If a utility company fails to comply with the NRSWA, the highway authority can take a number of actions, such as.....

If a utility company's reinstatement is defective and poses a danger to people or property, the highway authority can prosecute the company.

Making good a defective reinstatement The highway authority can make good a defective reinstatement by serving notices on the utility company and following other processes.

Bristol City council have the powers to act as highlighted above. Openreach are failing their statuary obligations as a untilty. You have the law on your side please act.
