Cars with no MOT parked on pavement have not moved for weeks

Cars with no MOT parked on pavement causing obstructions and have not moved for weeks. Having No MOT is an offence in itself but also invalidates insurance, therefore these cars are illegally using the public highway having no MOT or insurance..

This has been an ongoing issue for years. The person who lives at 201 Frenchay Park Rd is basically running some sort of mechanic business, and just parks vehicles on the pavements opposite and in the streets around there. I always assumed this was in itself illegal, using public highways to run your business. There is a van opposite the house at the moment (registration PY06 AYU) that has no MOT and is parked over half the pavement. Nobody seems to have any power to actually do anything which is why they probably do it.
