Aggressive woman squatting in chapel

There is a woman who is seemingly living in the chapel in the middle of the cemetery. We were walking our dog a few days ago when she followed us around the cemetery for 15 minute shouting at us and filming us, accusing us of threatening to kill her dogs. Apparently she's been living there for a long time and has been removed once, but has broken back in since.
