The work being carried out looks like yet ahain its being done inefficiently

Every time I see the people working on the pavement job I notice how inefficient their work is. Are they being paid by the hour or is each job on a price? If the jobs were priced as opposed to an hourly rate we'd all get a faster better job done as opposed to using less labour intensive machinery to do what could be done way way way quicker just manually! Too often we all see contractors standing around doing what!?
