Bins narrow path and passing is dangerous on a very busy main road

Theses bins are never taken in, they are left narrowing this pavement permanently. They are often overflowing and in this instance have been blown over. The bus lane is close even if the bins were removed. This has been allowed to continue for some years. Why?
